Mission: To manage and protect the Niles Cone Groundwater Basin and ensure a reliable supply of high quality water that satisfies present and future uses of the service area at a reasonable cost. Service Area: The cities of Fremont, Newark and Union City; a 104.8 square-mile area with a population of over 330,000.
Result Oriented Activities:

Continued education and information support in area schools and communities. Over 1,500 students participated in programs that stress the importance of groundwater during the 2008-2009 school year. Another 159 classes received materials about groundwater. Pamphlets and brochures explaining the importance and benefits of groundwater protection, pollution prevention and water conservation methods were distributed at public events as well as in water bill inserts.
- Posted information and updates about the groundwater basin, District programs and Groundwater Guardian on the District's website.
- Continued to update the District's groundwater management plan, including groundwater monitoring and reporting on groundwater conditions.
- Introduced legislation entitled the "Alameda County Water District Groundwater Protection Act", which would provide similar regulatory authority to the District that is already established in the city well ordinances. The proposed legislation is intended to ensure consistent and appropriate groundwater protection within ACWD's service area and provide flexiblity to adapt to changing conditions and technologies as necessary.
- Reconciled an additional 600 wells in a 37 square mile area in 2008 and 2009 for a total of 2,218 wells reconciled in a 61 square mile area.
